Omnibus Weekly Focus Focus: Tourism boom in the Central Region, controversial labor law reforms, and the spring rush of highway construction | April 6–13.

  • 2026-04-13
Here is the latest edition of Omnibus Weekly Focus, summarizing the most important economic events between April 6 and April 13:

1. Transylvania and Szeklerland at the Forefront of Tourism: The Central Development Region (Alba, Brașov, Covasna, Harghita, Mureș, and Sibiu counties) has become Romania's top tourist destination. Recently, over €600 million in EU funds were invested directly into tourism and the rehabilitation of cultural heritage (such as the Palace of Culture in Târgu Mureș), resulting in 85,000 accommodation units and steady growth in the region.

2. Foreign Workers: Lifeline or Bankruptcy Tool? Employer associations are sharply criticizing the new reform draft regarding the recruitment of foreign workers. In their view, administrative tightening does not help, but rather hinders companies struggling with labor shortages, and could act as a "bankruptcy tool" in some sectors due to the slow bureaucratic process.

3. Highway News: A8 and A3 Drawing Nearer: On the Târgu Mureș – Nyárádszereda (Miercurea Nirajului) section of the A8 (Unirii) highway, construction has reached a 29% completion rate, with finishing expected by mid-2027. Meanwhile, on the North Transylvanian A3 highway, along the section between Biharia and Suplacu de Barcău (which was previously abandoned by Bechtel), progress is unexpectedly fast: there is a chance it will be opened to traffic by the end of 2026.

4. A Lifeline for Local Investments: The government has raised the credit limit for local municipalities (mayor's offices) to 3 billion RON. This was necessary because the previous limit had been exhausted, which threatened to halt several already commenced infrastructure projects, including in Szeklerland.

5. Record Fines for Undeclared Work: During nationwide labor inspections, nearly 500 people were found working without being registered in a single week. Authorities imposed record-breaking fines, emphasizing that with digitalized tax systems (e-Factura, e-Transport), the space for the grey economy is increasingly shrinking.

6. 2026 Pension Reform: What Changes? The pension calculation rules for this year have been clarified. The emphasis is on the contribution period and the point system, while experts warn of the system's long-term unsustainability in light of deteriorating demographic indicators (8 pensioners for every 10 workers).

7. Digital Shield at ANAF Auctions: IT specialists from the tax authority provided detailed information on how the new e-Auction platform works. The goal is to prevent previously experienced abuses and "rigged" auctions: the system uses encrypted bids and automated processes to ensure that seized assets (e.g., luxury cars) are indeed sold at the highest price.

8. Economic Slowdown and Revision: The National Institute of Statistics (INS) modified last year's economic growth down to 0.7%. Although the foreign trade deficit decreased by 15.6% in the first two months of the year, falling consumption and industrial weakness continue to urge analysts to remain cautious.

9. Investment Wave in Transylvania: Transilvania Nuts is preparing a €10 million investment to establish a new walnut processing plant in the municipality of Ciugud (Alba County). In addition, the German company Limoss is building a new factory in the Arad region, which could create 500 new jobs, offsetting earlier layoffs in the automotive industry.

10. PNRR in Danger? According to recent analyses, Romania is late in fulfilling at least 14 important milestones in the National Recovery and Resilience Plan (PNRR). This could result in the loss of billions of euros in subsidies, directly affecting decarbonization and digitalization projects, including the reform of ANAF.

Editorial Recommendation: The trends experienced this week show that while tourism and large infrastructure projects (highways) pull the region forward, labor market tensions and uncertainty surrounding the drawdown of EU funds pose a serious risk.
